Minorities in humanitarian crises: reflections in the light of the report of the Special Rapporteur – Office of the High Commissioner for Human Rights to the General Assembly of the United Nations

Abstract:

This article forms a contribution to the ongoing scholarly debate on the issues concerning minorities in the situations of humanitarian crises. For the purpose of this article, it is assumed that problems affecting minorities in humanitarian crises are alarming. Specifically, the conflicts in various regions of the world have led to massive displacement of the population, and thus increasing wave of migration. In fact, as argued in this article if we take into account the arising global humanitarian crises, it is clearly seen that many people who are forced to leave their countries for fear of persecution are members of minority groups. Also, disasters may negatively affect the existence of minority groups because of their marginalization. Using as an example the findings from the report of the Special Rapporteur on the minority issues, it is a purpose of the present article to attract attention to what are the crucial questions for the further discussion about the minorities in the situations of humanitarian crises. The author shares the opinion that the international community must better recognize the vulnerability of minorities in crises situations, develop more effective mechanisms and strategies to protect the rights of minorities as well as invest more in responding to their basic humanitarian needs due to the international human rights law.
