Abstract:

The main research question, around which the considerations in this paper revolve, is – what is the direction of normative work related to the functioning of the smart city within energy in the EU? This question is important because in recent times, the EU energy and climate policy is one of the cornerstones of the EU procedure, and in recent years many extensive normative acts related to this space have been adopted. At the same time, there is no complete legal definition of the smart city concept, but a completely new institution related to the functioning of local energy communities is emerging. The juxtaposition of these two problems will be the main research problem in this article.
