New Work 4.0: A Public Administration Perspective in Germany

New and already irreversible trends in the world of work, caused by digitization and demographic development, are faced also and especially in public administration and it poses new, major challenges. The text provides an overview of the digital change in the world of work, with the focus on public administration and especially its employees. Political austerity from the 1990s and today’s demographic development dictate a quick and decisive rethink. New leadership skills are required! Managers at all levels must be able to recognize and implement necessary change processes at an early stage without neglecting the human resource “employees”. Health management and ongoing qualification are the key words. New employees have to be won, whereby it is no longer sufficient to rely on traditional advantages of the public service, such as job security. Public employers not only have to present themselves as reliable and attractive employers, they also have to appreciate new forms of work and extraordinary working time models and not see them as an annoying evil.
