The publication is the result of many years of author's research dedicated to the issues of reconstruction of Polish statehood in the breakthrough period of the end of the First World War and the first years after its end. The subject of the writer's interest is the construction of the structures of political, administrative, judicial and military authorities which proceeded in the areas inhabited by Poles, which once constituted the territory of a sovereign Republic. The author skillfully emphasizes the complex nature of the issues, the involvement of many circles and the variety of forms and objectives of activities that were undertaken at that time by Polish patriots on Polish lands, which for over a hundred years were under the occupation of Russia, Austria-Hungary and Germany. The author skillfully presents the specificity of Polish undertakings, implied by different traditions and the real character of the governments of the occupying countries.
