Abstract:

During the 26 years of political transformation in Poland the attitude of society to the newly reformed state has slowly been changing. On the one hand there is the awakening conscious-ness of homo civicus, i.e. a member of civil society; on the other hand there still are many people who demand care from the state. The threat to the young democracy is populists, who are able to convince part of the population. A serious problem is education towards strength-ening the rule of law and learning responsibility for oneself and one’s community. Only the awareness of human rights and forming proper relations between the individual and the au-thorities can guarantee the emergence of a real civil state. Citizens should participate to a greater extent in public decision-making.  

W ciągu 26 lat transformacji systemowej w Polsce powoli się zmienia nastawienie społeczeństwa do roli państwa. Z jednej strony następuje przebudzenie homo civicus oznaczające członka społeczeństwa obywatelskiego, z drugiej strony nadal jest wiele osób biernie oczekujących opieki ze strony państwa, nie mających poczucia sprawstwa. Poważnym problemem w państwie jest edukacja na rzecz wzmocnienia praworządności i uczenia odpowiedzialności za siebie i swoją społeczność. Tylko świadomość praw człowieka i budowanie właściwych relacji między jednostką a państwem może być gwarantem prawdziwego społeczeństwa obywatelskiego.
