Abstract:

Portraying the influence of the political party for the functioning of public administration is a purpose of the article. They are discussed in sequence: European and American concepts of the administrative policy, the political pluralism, the rules of the majority (tyranny of the majority), adverse impact of the political party for function of the civil service as well as the liquidation of the democratic institution of the legal control over the ruling party.
