The Latvian civil service system is characterized as a decentralized position model, and concepts of \u201cdecentralization\u201d and \u201cposition\u201d model are briefly described. In the context of state liability law a recent development of the introduction of the concept of \u201cnon-material harm\u201d is outlined, explaining why Latvian administrative law has abandoned the concept of \u201cmoral harm\u201d used previously.
