In addition, the bill was submitted to the Sejm during the state of epidemic.Therefore, questions arose as to whether during the current state of the epidemic it is permissible to proceed with the amendment of the Constitution and whether it is possible to introduce changes as to the length of the president\u2019s term of office during the ongoing electoral process and in relation to the current term of office of the head of state.Any amendments to the Constitution should be preceded by an in-depth legal analysis related to the negative assessment of the functioning of the constitutional rules, public debate, extensive expert consultations and justified from the point of view of the legal system. Such an analysis has not been made. In addition, an amendment to the Constitution is not allowed during a state of emergency."],"pl":["Do Sejmu został wniesiony poselski projekt ustawy o zmianie Konstytucji RP zakładający wydłużenie kadencji prezydenta RP do siedmiu lat oraz odejście od zasady reelekcji (druk sejmowy nr 337). Zasadnicze wątpliwości budziło to, że projekt dotyczył trwającej kadencji i pozbawiał urzędującego prezydenta możliwości ubiegania się o ponowny wybór w przyszłości. Ponadto projekt został wniesiony pod obrady Sejmu w trakcie trwania stanu epidemii. Pojawiły się zatem pytania, czy w czasie trwającego stanu epidemii dopuszczalne jest procedowanie nad zmianą Konstytucji oraz czy można wprowadzać zmiany co do długości kadencji prezydenta w trakcie trwającego procesu wyborczego oraz w stosunku do trwającej kadencji głowy państwa. Każda zmiana Konstytucji RP powinna być poprzedzona pogłębioną analizą prawną, związaną z dokonaną ujemną oceną sposobu funkcjonowania przepisów konstytucyjnych, debatą publiczną, szerokimi konsultacjami eksperckimi i uzasadniona z punktu widzenia systemu prawa. Taka analiza nie została dokonana.
