The Law of 11 January 2018 on amending certain laws to increase the participation of citizens in the process of electing, operating and controlling certain public bodies introduced new instruments of participation at the local level to the national legal system. While the local citizens legislative initiative and the citizens' budget were already implemented in practice, based on local regulations, the participation of residents in the debate on the municipal status report is a completely new solution. In the opinion of the authors of this article, these regulations are difficult to assess positively, mainly due to their imprecision. Sometimes adopted, legal shape of those institutions even are a step back from the current use of participatory mechanisms in the political practice of self-government units.
