Abstract:

Public administration authorities have limited competence to control and to have influence on civil-law relationships in the construction process. These authorities verify the possession of a legal title to the property, impose the obligation to establish the rest of the participants of the construction process and protect the interests of third parties. Public administration authorities are primarily focused on the protection of the public interest, and only in limited scope in the legal interest of those who are involved in the construction process.
