Thomas Kuhn’s publication entitled “The Structure of Scientific Revolutions” changed the perception of the nature of scientific progress. The author noticed that the analysis of science for its historical progress can rediscover a flexible research paradigm, namely the scheme of concepts, outcomes and procedures, which organizes subsequent scientific research. Papers devoted to the issues of public administration cannot oscillate only around the axis of administrative body. The position of an individual within administrative law, his or her legal protection, powers over administrative services should be tested as they could stand for a new paradigm in administrative studies. Initially, people who are administrated did not have any powers towards authority, which resulted in significant dissatisfaction with governance. Transformations of the ratio between citizen and state were associated with social changes, wars, worldview changes, etc. Today, there is a significant improvement of the ratio between citizen and state, which is certainly affected by the increasing level of the development of the state and the increasing level of public awareness among citizens.
