A metastate describes and influences a state. It can be an international organization or a theory describing a state. Relations between countries, ideologies as well as scientific views influence the state, and they also influence one another. The concept of a metastate can be used mainly to describe politics, legal norms and the process of their creation. Administrative sciences and administrative law can be understood as important elements of the metastate.
