Abstract:

In the present article, the author – who worked in public administration (independently from simultaneous scientific and educational work connected with the use of computer science in different areas) for over a quarter of a century, directly and actively took part in its transformation from a completely “paper” to completely “digital” system in different areas – shares his experience. The article is a retrospective attempt to describe his observations and experience.
