The monograph presents the issues of acts of internal law. For this purpose, the author at the outset pointed to the evolution of the approach to the internal sphere in administration. It also presented the concept of the sources of law indicated in the Constitution of the Republic of Poland and discussed detailed issues concerning the constitutional model of an act of internal law. The main research problems oscillated around the theory and practice of the functioning of this model, which was the impact of an internal act on the legal situation of an individual, the practice of issuing internal acts or issues of independence in issuing internal law, control over their drafting or the possibility of a systemic approach to internal lawThe historical legal method is also used, particularly to present the development of the term ‘ non-tax budgetary receivables’ in Polish law.
