Selected Aspects of the Organizational and Financial Activities of Social Insurance under the Management of the National Insurance Institution of Silesia in the Years 1891-1945

National Insurance Institution of Silesia social insurance in Silesia 19th and 20th century social law

The article presents selected aspects of organizational and financing activities of the National Insurance Institution of Silesia in the years 1891-1945 in the context of early beginnings of the first social state in Europe and the shaping of the insurance legal tradition in the field of social protection. The German social insurance system was created in Prussia in the 1880s and 1890s, next to still ongoing traditional care for the poor that originated in 18th century. The creation of the National Insurance Institution of Silesia and the modern hospital in Wroclaw is a model example of introducing fundamental social reforms in Germany under the reign of the Chancellor Otto von Bismarck. The insurance organization performed tasks related to social care (paid out disability and retirement pensions andsupplies for widows and orphans) in a form addressed to Silesia residents who voluntarily insured themselves and paid the insurance contributions. The National Insurance Institution of Silesia was established as an institution mostly independent of the state – a public-law social insurance institution with elements of corporate self-government. It marked its place in the history of the world’s first welfare state and in the history of Silesian social care organization in the 19th century and the first half of the 20th century as a dynamically developing insurance institution with its own treatment centers and hospitals. This is also evidenced by the picture of the profitable finance management emerging from the institution’s annual financial reports.
