Abstract:

Public administration is established to implement the tasks of the state, and therefore those that exceed the capabilities of members of the state community. One of the tasks of the state is to support people who are unable to meet their own needs through their own efforts.The implementation of this task by the state results from the principle of solidarity and subsidiarity, which are the basis for supporting those who are unable to take care of their own needs. Social assistance is a kind of social activity that can be satisfied through the activity of individual entities. The social community created the state so that it would support the weak and those who could not function independently.The implementation of social assistance is the task of communities, without specifying whether it is about local, regional or national communities, so the administration is obliged to perform these tasks. Performing these tasks belongs to the administration, but it can outsource tasks in this field to non-public entities. These entities will perform tasks belonging to the administration and will cooperate with it.
