Citizen budget, or so-called participatory budget, is the basic institution of public participation in spending public funds at the local level. It is based on social consultations. Since 2018, legal regulation included in the 1990 Act on municipal government, the 1998 Act on poviat self-government and the 1998 Act on voivodeship self-government has been in force. Until now, the only basis was the possibility of carrying on consultations with residents on matters important for a given LGU. Local law acts in the form of resolutions of executive bodies and orders of executive bodies are still significant, especially since the citizen budget became obligatory only in some LGUs. In metropolitan cities, the distribution of civic budget funds between the city and districts is important; the scale of the performed tasks is also a key issue. However, attempts to evaluate the new regulation can be made at the earliest after the budget implementation for 2019.
