Abstract:

The aim of the article is to draw attention to the challenges faced by cities, in particular by medium-sized cities in Poland, in terms of ensuring the possibility of independent functioning in urban space of people with reduced mobility (PRM). The following research hypothesis was put forward: medium-sized cities in Poland do not provide sufficient accessibility for PRM to guarantee independence. For this purpose, it was examined, on the example of one of the medium-sized cities included in the list of cities threatened with exclusion (according to the report of the Polish Academy of Sciences), whether the solutions applied in urban space guarantee its expected accessibility ‒ understood as capable of ensuring independence in the use of space (on the example of urban transport infrastructure). The results of these observations were compared with the results of research on the quality of life based on the indicators of the PN-ISO 37120 Standard ‒ Sustainable Social Development - Indicators of urban services and quality of life. At the same time, preferences and expectations of the local community in terms of ensuring accessibility and quality of life in the public space were obtained using the survey method. Therefore, the accessibility problem, especially in the context of PRM, was verified first of all by questionnaire surveys defining expectations and accessibility assurance audit, secondly by analysis of statistical data on urban services concerning actual actions taken in the past, and thirdly by analysis of accessibility policy, i.e. plans of local government in this area. Ensuring the accessibility of public transport is not only necessary to maintain the quality of life of the inhabitants in medium-sized cities. This aspect is also mentioned most often among the surveyed residents of the city. Thanks to it, PRM in particular have a chance to become independent. In terms of ensuring accessibility of public infrastructure, in particular transport infrastructure, major deficiencies have been identified, which do not always require significant financial resources to be repaired. In many cases it is enough to provide adequate information or to consult residents at the stage of planning urban investments in order to eliminate problems
