Social assistance is a kind of social activity that can be satisfied through the activity of individual entities. The social community created the state so that it would support the weak and those who could not function independently. The implementation of social assistance is the task of communities, without specifying whether it is about local, regional or national communities, so the administration is obliged to perform these tasks. Performing these tasks belongs to the administration, but it can outsource tasks in this field to non-public entities. These entities will perform tasks belonging to the administration and will cooperate with it.
