The exercise of this freedom serves primarily free expression of opinions and convictions. It also allows citizens to exert an impact on political and social decision making. The freedom of assembly has been guaranteed in both Germany and Austria on the basis of relevant international agreements, constitutional provisions and laws on assemblies. The statutes regulate terms and conditions the fulfilment of which is necessary to organize a public assembly and instances in which exercising the freedom of assembly may be restricted.
