Numerous constitutions of modern European countries have introduced an obligatory referendum approving the change of the constitution. An atypical solution is the introduction of a referendum in the optional option to the analyzed procedure. This solution has been applied in Poland, but the possibility of holding a referendum has been dependent on a number of additional conditions. The result of the comparative analysis of the provisions of contemporary European states and Polish regulations is the question whether the introduction of a referendum change procedure in Poland results from the real attachment of the constitutional authors to the idea of civic participation, or aimed at creating a façade institution or serving other purposes.
