The paper presents the arguments in favour of the thesis according to which those acts collective bargaining agreements should be considered as a source of universally binding law. At the same time the authors present the opposite views, combining their arguments with a thorough discussion on the judiciary of the Constitutional Court, Supreme Court and administrative courts.
