Although, in the legal doctrine, the issue of liability of administration as a part of the content of the legal norm is the subject of numerous and exhaustive studies, accountability in the heuristic sense, as a ‘concept/tool of cognition’ located outside the legal text which describes and evaluates the regulations of public law, has not had an appropriate monographic study to date. There is a need to seek timeless rules of accountability for the implementation of the common good in the face of the need for cooperation and coordination among a wide array of entities. This array illustrates the structure of accountability based on legal relations: entity – object – principal – tribunal – criteria – addressee of the accountability. Similarly, the heuristic approach performs the function of not so much replacing as supplementing the classic research perspective based on individual liability.}, title={Odpowiedzialność administracji publicznej.
