To exercise this right is to freely express one’s opinion, whether it pertains to the functioning of the state, the functioning of any particular community or any other matter. It is not the state but rather an individual who is the beneficiary of the freedom of assembly. Thus, the task is for the state to guarantee to the individuals — even if their opinions are contrary to the majority — the ability to publicly display said opinions.
