This solution is both safer and less costly. Although subjects of negotiation have been changing over the centuries, its essence remained the same. Currently, high tensions in international relations and efforts of some countries and extremist groups to bring down the existing world order and replace it with a new one, unfavourable for the West, decrease the opportunities of using negotiations as a political instrument.
