 abstract={The aim of the paper is an attempt to reconstruct the contemporary debate about Englishness and Welshness development within citizenship education in the school system. It is assumed that both national identity and citizenship are not only the changeable social construct but also the subject of politicization and educational policies. Citizenship education may be a utopia, then, if its goals stem from political premises, not educational ones. The English and Welsh examples suggest that political goals come to the fore in educating prospective citizens.},
