 abstract={The Electronic Delivery Act introduced new types of services into the legal system in a public registered electronic delivery service and a public hybrid service. The provision of both these services by law is entrusted to a designated operator within the scope of the Postal Law Act. No later than in 2025, the postal market regulator — the President of the Office of Electronic Communications — will be required to conduct a contest (tender) for the designated operator, considering the changes introduced by the Electronic Delivery Act. In this contest, additional requirements related to the need to provide a public registered electronic delivery service and a public hybrid service will be assessed. The article analyzes the new criteria for participation in the contest and the premises for selecting the designated operator by the President of the Office of Electronic Communications.},
