 abstract={The article discusses issues related to the determination of the controller’s status in central state registers in the context of the provisions on the protection of personal data. Due to the multiplicity of entities participating in the processing, determining who the controller is proves a difficult matter and raises numerous doubts. However, the appointment of the controller is important due to the fact that this entity has data protection obligations. The conducted analysis leads to the conclusion that in the case of central state registers, there are usually several entities that have the status of controllers (co-controllers). Such a status is not given to entities that do not determine the purposes and means of processing the data — they only have access to data contained in the records for the tasks specified by the law.},
