Due to the multiplicity of entities participating in the processing, determining who the controller is proves a difficult matter and raises numerous doubts. However, the appointment of the controller is important due to the fact that this entity has data protection obligations. The conducted analysis leads to the conclusion that in the case of central state registers, there are usually several entities that have the status of controllers (co-controllers).
