Such an ambitious objective requires an economic transformation involving not only energy, which has been the main area of attempts to reduce CO2 emissions to date, but also those sectors of the economy that have not yet been associated with reducing carbon footprints. In order to pursue the strategy laid down in the European Green Deal, a number of legislative and organizational measures need to be taken to improve the state of the environment. A change of approach is also needed in the public sector so that players on the public procurement market, especially contracting authorities, are able to become involved in the energy transformation processes and stimulate its pace.
