Thus, his views on both constitutions from that period, i.e. the March Constitution of 1921 and the April Constitution of 1935, are presented. The author also describes the attempts at legislative proposals made by the Vilnius conservative in the form of the Statute of Central Lithuania, published in Vilnius in 1922. Mackiewicz's main idea was to provide the Republic with a strong, albeit decentralised, power.
