However, the adopted order quickly collapsed due to its inefficiency and the withdrawal of Turkish Cypriots from the government. The solution that allowed the state to continue functioning was the adoption by the courts of the doctrine of necessity, which allows, in extraordinary circumstances, to legitimize the actions of the authorities which should be legally considered unconstitutional.
