 abstract={Pursuant to international and domestic agreements, the Republic of Cyprus adopted a complicated constitutional system based on ethnic parities, which was to guarantee the rights of the Greek majority and the Turkish minority while preserving the unity of the state. However, the adopted order quickly collapsed due to its inefficiency and the withdrawal of Turkish Cypriots from the government. The solution that allowed the state to continue functioning was the adoption by the courts of the doctrine of necessity, which allows, in extraordinary circumstances, to legitimize the actions of the authorities which should be legally considered unconstitutional. Over time, this doctrine became the basis for the functioning of the Republic of Cyprus and an integral part of its constitutional order.},
