Beck}, language={pol}, abstract={In a dynamically changing environment, which is becoming increasingly digital, also the broader financial area is undergoing significant transformations. One of its manifestations is the gradual transition of financial services „to” smartphones and the progressive evolution of new forms of non-cash payments. Central banks are also beginning to recognize the need to improve cash flows, which is manifested, among other things, by increased interest in Central Bank Digital Currencies (CBDC), although today it is difficult to talk about real plans for a large-scale implemen-tation of CBDC. There are several reasons for this state of affairs. Starting from the lack of interest of policymakers, through infrastructural limitations, to issues of legal and regulatory nature. This article is devoted to the latter is-sue, i.e. the reasons for difficulties regarding implementation of CBDCs into national legal systems. It also includes specific recommendations for possible changes. At the same time, the article is divided into two parts.
