European integration can no longer be reduced to economic processes - the importance of non-economic aspects is gradually increasing. While the European Union does not have a completely coherent human rights policy, a lot has been achieved. Human rights have established themselves as the core values of integration both in the law and in practice of EU organs. The external human rights policy of the Union can be described as innovative, and the protection of human rights can even be treated as part of the international identity of the Union, as proven by the analysis of the EU's treaty relations. The human rights clause, and especially its combination with the conditionality mechanism, is a powerful tool, not only because of the great interest in establishing trade relations with the European Union, but even to a greater extent by offering of association and membership in the Union. The same structure is used for granting development aid.
