This article goes into a historical overview of the Upper House, where the predecessor of the Senate, the Royal House, was introduced. Next, the method of selecting senators is described, along with the structural organization of the Senate, its powers, and the basic rights and responsibilities of senators. The analysis of this institution reveals that the Senate is a necessary institution when it is a legislative guardian. However, the author suggests that certain changes might be required.
