 abstract={The purpose of this article is to make the reader familiar with the institution of the Senate, and then to answer the question of whether its existence is justified in its current form. This article goes into a historical overview of the Upper House, where the predecessor of the Senate, the Royal House, was introduced. Next, the method of selecting senators is described, along with the structural organization of the Senate, its powers, and the basic rights and responsibilities of senators. The analysis of this institution reveals that the Senate is a necessary institution when it is a legislative guardian. However, the author suggests that certain changes might be required. Therefore, several reforms are suggested in regards to methods of electing senators, their terms of office, and their eligibility requirements.},
