It originally follows from the scope and significance of public administration understood objectively and is further supported by its subjective interpretation. However, the systemic indispensability of public administration does not entail its unchangeability, which means that non-negligibility sometimes cannot be fully sustained. Possible modifications can lead to so-called de-administration. The diversity and gradability of this phenomenon require rational decisions.
