 abstract={The commentary concerns the judgment of the Provincial Administrative Court in Gdańsk of August 2 2017, II SA / Gd 348/17, relating to the issue of access to a public road as a condition that must be met to issue a decision on development conditions. The judgment concludes that the condition of access to a public road must be legally guaranteed. Moreover, access to a public road should be not only legal, but also factual at the stage of determining the building conditions by the competent public administration authority.},
