 abstract={Between an organisation and its environment, there is always feedback. With regard to public administration it concerns mainly cases in respect of which the law allows or requires it to act. The publication draws attention to the role and relationship of human resources in public administration and its surroundings, it also presents the difference and specificity of the environment of public administration in relation to other organisations and the associated effects. The environment of public administration has also been shown in the context of the contemporary sociological category — precariat.},
