Legal rules aimed at counteracting the climate crisis or reducing its effect began to appear in the 1990s. This is related to the activities of the Intergovernmental Panel on Climate Change (IPCC), which led to the adoption in 1992 of the United Nations Framework Convention on Climate Change supplemented by the Kyoto accords. International, European, and national legal regulations aimed at climate protection imply a whole range of new tasks for public authorities.
