As this article claims, from the moment of its expungement, the conviction is considered non-existent. It means that the organs of public authority cannot draw any legal consequences from the fact that someone had been con-victed in the past if the sentence is already expunged. But the law cannot obliterate the fact that someone had done, in the past, something reprehensible.
