The spending process is examined, but also the impact these funds have on local or national development. The distinction between “spending” funds from the EU budget and “use” seems to be crucial from the perspective of assessing their impact on economic growth. Expenditure as an institution is mainly focused on the subject, in its essence it does not include assumptions related to the settlement of achieving goals. Utilization, however, is closely related to the further perspective, i.e. with the goal that we intend to achieve with the expenditure we spend.
