 abstract={The article was intended to depict the practical view of the operation and use of historical-legal method for studies concerning the principle of transparency and the right to information regarding public administration. The aim of this study was to determine if the historical-legal method is suitable for the assessment of public law issues in a contemporary law, as well as this existing in the future. The article contains explanation of fundamental rules of historical-legal method within history-legal surveys and the example of application of historical-legal method to analyse the right to information regarding public administration and the principle of transparency. As a result of the analysis of the principle of transparency and the right to information regarding public administration certain tendencies based on international, European Union and polish law has been revealed especially in the area of percep tion of these rights. In addition, the attempt has been presented how to interpret these legal institutions in the future},
