 abstract={Satisfying the housing needs of the local community is one of the municipality’s own tasks and is one of its significant areas of activity in the field of administration of provision. With this aim, the municipality may create and maintain a housing stock and use various legal instruments of local housing policy. However, when shaping the housing policy in their territory, municipalities face constraints in its implementation, resulting, for example, from the state of their housing stock or their own financial capacities, which sometimes hinder an active housing policy. The aim of the article is to analyse the position of a municipality in the system of housing policy tasks and the legal basis for its implementation by a municipality. An analysis will be made of the housing policy instrument, i.e. the long-term municipal housing resource management programmes adopted by the municipal council. Conclusions will also be formulated with regard to this programme — its legal character, content and effectiveness in the context of the municipality’s fulfilment of tasks aimed at satisfying the housing needs of the local community.},
