 abstract={There is no doubt that Itō Hirobumi (1841-1909) was one of the most influential politicians and statesmen of the Meiji era. He served as high-ranking government official in the Meiji administration. During his political career he was (i.a.) appointed as a minister of industry, minister of internal affairs, prime minister (he was a founder of the naikaku system and the first prime minister of Japan; was appointed as PM four times in total), head of Sūmitsuin (Privy Council), head of Kizokuin (House of Aristocracy, the upper House of Japanese Parliament), genrō etc. He is also considered as a founding father of the Meiji Constitution of 1889. For Itō is not widely known among Polish legal scholars, in this paper the Author aims to introduce Itō's persona and political and legal thought.},
