 abstract={This article deals with the issue of historical conditions for the establishment of the Committee of the Regions on the basis of the Maastricht Treaty. The article firstly examines the factors, which led to the creation of this body, and secondly, it attempts to explain why the Committee of the Regions ultimately gained such form (taking into account its internal organization and scope of competences). In order to implement the above assumption, the author analyzes: the impact of the concept of Europe of Regions and the activities of the regions themselves on the international arena, the crisis of democratic legitimacy in the former Community, the development of Community policies regarding the regions and the collision of interests of individual players involved in the establishment of the Committee of the Regions, which ultimately led to the need to work out a compromise.},
