 abstract={The article focuses on analyzing the formation of the Constitution of the West Ukrainian People’s Republic of 29 April 1918 and the Provisional Basic Law of 13 November 1918. The author of the article analyzes the system of state bodies of the West Ukrainian People’s Republic which was formed in the period prior to the creation of the Constitution, the work on the Constitution of 29 April 1918 and its basic principles. Subsequently, the article analyzes the issues related to the Provisional Basic Law of 13 November 1918. The author examines further a small piece of legislation, with only five articles, called the Provisional Basic Law, which regulated only a small number of issues concerning the name, borders, sovereignty, the representative system, and the coat of arms and the seal of the West Ukrainian People’s Republic. In conclusion, the author argues that the Constitutions from 1918 were the first attempt to create a democratic constitutional system of the independent Ukrainian state, although they were imperfect. Thet only represented constitutional declarations, as they did not resolve any intricate political and legal issues. They never came into force. They remained important historical documents leading the way for the creation of subsequent constitutions.},
