 abstract={The main goal of this article is the analysis of A. A. Maudoodi’s theodemocracy concept. The Pakistani scholar thought it the best regime for an Islamic State. His proposal was neither a democracy, nor a theocracy in the Western sense. He thought that only Allah has full sovereignty. It seems, however, that the temporal (worldly) authority in this regime belongs to the elite of lawyers and theologians. As such, the proposed regime could be better characterised as a religious totalism.},
