 abstract={Public procurement law is apart of public economic law, known in legal doctrine as law ofpu-blic property management. The President of the Public Procurement Office is the central organ of the government administration endowed with jurisdiction over matters of public contracts. The legal status of the President has been strengthened by the Public Procurement Act 2019. Accordingly, thearticle underlies the unavoidability of the President in the system of awarding public contracts in the social market economy.},
