 abstract={In the present article the thesis has been proved that the dynamics of breakthrough innovation is being determined by the state’s activity in financing R&D. The state must support financially the innovation process when the markets are incomplete or when the high-risk capital does not work. The innovation policy of the state should serve to realize the concept of sustainable development and fostering cooperation between participants in the innovation process.},
