At the same time the foundation of national and international law, regulating opposition to racial discrimination, xenophobia and various forms of intolerance. Issue of global and local threats to public security connected to special category of crimes motivated by prejudices, racism, xenophobia, as well as stereotypical perceptions of people who belong to different ethnic, religious or cultural groups is still a very important problem, which poses a treat security. The analysis of elements of crime motivated by hatred is derived from definition featured in Agency of Institutions for Democracy and Human Rights.
