 abstract={The purpose of this elaboration is to present the characteristics of the institution (procedures) of the direct democracy. The directory of the direct democracy can not be considered closed and clearly. By covering more and more new procedures, which indeed create planes (mechanisms) allowing citizens the direct expression of the will in various public situations, it can be assumed to have a dynamic character. Therefore, having considered the historical context, the isolation of the institutions of democracy in the strict sens and the largo sens becames necessary.},
